Welcome to the Eastern Sector Development Team (ESDT)
The Eastern Sector Development Team (ESDT) supports the implementation of inclusive, person-centred aged care services aligned with the evolving national aged care reforms. Funded by the Department of Health, Disability and Ageing we work alongside community based aged care providers to strengthen capability, improve service quality, and support the transition to the Support at Home Program and the new Aged Care Act, commencing 1 November 2025.
We promote diversity, wellness, and reablement approaches that are responsive to people’s strengths, preferences, and aspirations, while helping providers embed these principles into everyday practice.
How We Support Providers
We are here to help aged care providers navigate the transition and stay ahead of change. Our activities are guided by nationally defined primary focus areas including:
In 2025–26, we are prioritising support in the following key areas:
Regional Connection and Capacity Building
We actively connect with local aged care providers, support the formation of regional partnerships, and facilitate communities of practice.
We promote collaboration and shared learning to strengthen the sectors capacity and responsiveness through forums, workshops, working groups, and tailored training, including practical tools and advice to help providers innovate, adapt, and thrive in the changing aged care landscape.
Resources, Learning & Support
Our website features a range of curated resources including training modules, videos, sector updates, and our Connecting the Pieces podcast series. These are designed to inform and inspire aged care professionals as they navigate current and future reform priorities.

How We Support Providers

- Workforce recruitment, retention, and planning
- Quality improvement and compliance with Aged Care Quality Standards
- Business transformation and operational procedures
- Inclusive practice and diversity
- Wellness and reablement
- Resource development, training, and professional learning
- Volunteer workforce support
- Transition support to the new Aged Care Act and Support at Home.
In 2025–26, we are prioritising support in the following key areas:
- Helping providers understand and prepare for registration requirements and delivery of services under the new Aged Care Act
- Providing support to ensure services remain within the scope of funding and legislation
- Sharing and interpreting all government updates, fact sheets, and webinars to ensure clear and consistent messaging.
